Vermont Certificate of Public Good (8-VT-c)

In Vermont, a person (developer) may need a Certificate of Public Good (CPG), from the Public Utility Commission (Commission) for a transmission line extension project, or a group net-metered hydroelectric power system interconnection. Vt. Stat. Ann. tit. 30 § 248 et seq.


The Federal Energy Regulatory Commission (FERC) has jurisdiction over most hydroelectric projects, including primary transmission lines required for projects. However, developers of energy transmission projects not covered by a FERC license or exemption may need to obtain a CPG from the Commission. The Commission will conduct a CPG review pursuant to Vt. Stat. Ann. tit. 30 § 248 et seq. The Commission must find that the project promotes the general good of the state in order to grant a CPG. Vt. Stat. Ann. tit. 30 § 248 et seq.

The developer must obtain a Certificate of Public Good (CPG) from the Public Utility Commission (Commission) for projects not covered by a Federal Energy Regulatory Commission (FERC) license or exemption, including transmission line extension projects and group net-metered hydroelectric power system interconnections.
