Arizona Oversize/Overweight Permit (6-AZ-a)
- Compromise the intended use of the vehicle;
- Destroy the value of the load or vehicle;
- Require more than eight workhours to dismantle using appropriate equipment.
Ariz. Admin. Code § R17-6-101(B)
A permit is required if the width, height, or weight of the vehicle exceeds any of the following dimensions:
- Maximum Width is 8.5 feet;
- Maximum Height is 14 feet;
- Maximum Length for a Straight Truck is 40 feet;
- Maximum Length for a Truck Tractor: Semi-Trailer combination on the National Highway Network is 57.5 feet;
- Maximum Length Truck Tractor: Semi-Trailer combination on all other Highways and State Highway systems is 65 feet;
- Maximum Weight for a Steering axle is 20,000 pounds;
- Maximum Weight for a Single axle is 20,000 pounds;
- Maximum Weight for a Towaway Trailer Transporter combination is 26,000 pounds; or
- Maximum Weight for a Five axles or more Vehicle is 80,000 pounds.
ADOT permits are only valid for state and interstate highways, so developers will need to check with local jurisdictions for authorization to travel on roadways that are not under ADOT jurisdiction. Oversized permits can be issued for single-trips, 30-day or annual periods.
The ADOT has the authority to regulate transportation of oversized loads on state and interstate highways pursuant to Ariz. Rev. Stat. § 28-1103 and Ariz. Rev. Stat. § 28-1104.
Oversize/Overweight Permit Process
6-AZ-a.1–Does the Load Meet the Criteria for a Class A Permit?
A developer must apply for a Class A Permit if the load meets the following criteria:
- Is non-reducible ;
- Has a specifically described load;
- Has a width and/or load is 14 feet or fewer;
- Has a height and/or load is 16 feet or fewer;
- Has a length and/or load is 120 feet or fewer; and
- Has a combined weight of vehicle and/or vehicle combination is 250,000 pounds or fewer or exceeds legal threshold per Ariz. Admin. Code § R17-6-102.
Loads that require Class A permits include drilling rigs and similar specialty equipment. Ariz. Admin. Code § R17-6-205.
6-AZ-a.2–Application for Class A Oversize/ Overweight Permit
A developer must submit an Arizona Department of Transportation – Application for Class A Oversize/ Overweight Permits to the Arizona Department of Transportation through the ADOT ePRO system. The application must include.
- Motor carrier related information:
- Name and address of the applicant’s principal or established place of business;
- Name, phone number, and email address of official company representative;
- USDOT number.
- Power unit related information:
- Vehicle make, body style, and year;
- Vehicle identification number;
- Unit number assigned;
- License plate number; and
- Base jurisdiction – state of registration.
- Vehicle and load combination related information:
- Trailer plate number(s);
- Total number of axles;
- Overall gross weight;
- Overall length, width, and height; and
- Length of front and rear overhang if applicable.
- Load related information:
- Specific load description;
- Starting and ending location within the state;
- If the load is overweight;
- Axel spacing measurements;
- Axel width measurements;
- Number of tires per axle;
- Weight measurement per axle; and
- Width of each tire.
- Load related information for movement of a mobile home shall additionally include:
- Manufacturer’s name;
- Brand name or model;
- Complete serial number assigned; and
- Evidence of payment of all applicable ad valorem taxes as required under Ariz. Rev. Stat. § 28-1104 in the form of a Mobile Home Property Tax Clearance 504 issued by the county in which the mobile home is currently located if movement of the mobile home is being conducted for a reason other than an original sale, exchange, or lease-purchase to a consumer.
- Proof of valid registration that complies with the requirements of Ariz. Rev. Stat. § 28-2153; and
- Proof of a valid IFTA license that complies with requirements of Ariz. Rev. Stat § 28-5742, if applicable;
- A fee as described in the ADOT regulations at Ariz. Admin. Code § R17-6-201.
Ariz. Admin. Code § R17-6-103(G)
6-AZ-a.3 to 6-AZ-a.4–Review Application for Completeness
The Arizona Department of Transportation must review the Application for technical and administrative completeness.
6-AZ-a.5 to 6-AZ-a.6–Review Application for Approval
The Arizona Department of Transportation must review the Application for approval. The ADOT may deny the Application if:
- The proposed transport route or a structure on the route is:
- Unable to bear the size or weight of the transport vehicle and load according to the maximum permitted weight computation for overweight axle group weight distribution as provided by Ariz. Admin. Code § R17-6-411;
- Under repair; or
- Temporarily closed due to a hazardous condition listed under Ariz. Admin. Code § R17-6-411.
- An applicant for a permit to transport a mobile home does not provide written proof of ad valorem tax payment or a clearance as required under Ariz. Rev. Stat. § 28-1104; or
- The ADOT determines that the special permit applicant made a material misrepresentation or misstatement on the permit application or any other document submitted to the ADOT in support of the permit application. Ariz. Admin. Code § R17-6-109
6-AZ-a.7–Class A Oversized/ Overweight Permit
The Arizona Department of Transportation may issue a Class A Permit to the developer if the Application is approved.
6-AZ-a.8–Appeal (Optional)
If the Arizona Department of Transportation denies an oversize or overweight special permit, or revokes a previously issued permit, the developer may appeal. Ariz. Admin. Code § R17-6-111. The proceedings will be held in accordance with Ariz. Admin. Code § R17-1-505.
6-AZ-a.9–Application for Class C Oversize/Overweight Permit
A developer must submit an Arizona Department of Transportation – Application for Class C Permit to the Arizona Department of Transportation through the ADOT ePRO system for loads that are non-reducible, overweight or oversize, and that exceed 250,000 pounds. Ariz. Admin. Code § R17-6-211.
A Class C permit shall include:
- An application in accordance with Ariz. Admin. Code § R17-6-103 outlined under Class A permit requirements above;
- An engineering analysis in accordance with Ariz. Admin. Code § R17-6-104;
- A route survey and contingency plan in accordance with Ariz. Admin. Code § R17-6-108;
- Contact all applicable utility and cable companies to verify adequate overhead cable and utility line clearances along the proposed route, as required by Ariz. Admin. Code § R12-6-308;
- Obtain an encroachment permit in advance of the proposed transport as required by Ariz. Admin. Code § R17-3-502;
- Provide and arrange for the use of additional traffic control devices if required by ADOT.
Ariz. Admin. Code § R17-6-211 (B).
A class C permit application shall also include:
- The origin address and destination address of the proposed route;
- A diagram of the vehicle and specified loading as required;
- Including proof of weight in the form of a pubic weighmaster’s certificate of weight and measure issued at a certified public scale; and
- A fee as described in ADOT regulations Ariz. Ariz. Admin. Code § R17-6-211 (A), (C) .
6-AZ-a.10 to 6-AZ-a.11–Review Application for Completeness
The Arizona Department of Transportation must review the Application for technical and administrative completeness.
6-AZ-a.12 to 6-AZ-a.13–Review Application for Approval
The Arizona Department of Transportation must review the Application for approval. The ADOT may deny the Application if:
- The proposed transport route or a structure on the route is:
- Unable to bear the size or weight of the transport vehicle and load according to the maximum permitted weight computation for overweight axle group weigh distribution as provided by Ariz. Admin. Code § R17-6-411;
- Under repair; or
- Temporarily closed due to a hazardous condition listed under Ariz. Admin. Code § R17-6-411.
6-AZ-a.14–Class C Oversize/ Overweight Permit
The Arizona Department of Transportation may issue a Class C Permit to the developer if the Application is approved.
6-AZ-a.15–Appeal (Optional)
If the Arizona Department of Transportation denies an oversize or overweight special permit, or revokes a previously issued permit, the permittee may appeal. Ariz. Admin. Code §R17-6-111. The proceedings will be held in accordance with Ariz. Admin. Code § R17-1-505.
