Hawaii Permit to Cross or Enter the State Energy Corridor (3-HI-f)

In Hawaii, a developer may need a Permit to Cross or Enter the State Energy Corridor from the Hawaii Department of Transportation Harbors Division to perform construction to cross or enter the State Energy Corridor on Oahu. H.R.S. 277 .



Permit to Cross or Enter the State Energy Corridor Process


3-HI-f.1 - Plans of Proposed Work

The developer submits plans of the proposed construction to cross or enter the State Energy Corridor on Oahu to the Hawaiian Electric Company, Hawaii Gas, and Par Petroleum. The developer should include plans of the proposed work showing the location of the Energy Corridor and notes indicating who to notify at Hawaii Gas and Par Petroleum before work begins. Submittals in triplicate may be sent to the Harbors Division, or to each tenant of the Energy Corridor (Hawaii Gas and Par Petroleum) with a copy to the Harbors Division.

If use of the Energy Corridor involves the highway rights of way, the Developer should also work directly with DOT Highways Division, which requires certification of compliance with Department of Health, EPA and other applicable agency regulations. Best management practices are required and trenching permits, occupancy and use permits, and other documentation may be required. 3-HI-f.2 – Review Proposal and Make Recommended Changes

Hawaiian Electric Company, Hawaii Gas, and Par Petroleum review the Developer’s plan of proposed construction and makes recommended changes to the plan. See Hawaii Clean Energy Initiative Permit to Cross or Enter the State Energy Corridor Permit Packet.

3-HI-f.3 – Do All Three Utilities Approve the Proposal?

Hawaiian Electric Company, Hawaii Gas, and Par Petroleum must all approve the developer’s plans of the proposed construction. See Hawaii Clean Energy Initiative Permit to Cross or Enter the State Energy Corridor Permit Packet.

3-HI-f.4 – Forward Proof of Approval from Utilities to DOT, Harbors Division

After the developer receives approval from Hawaiian Electric Company, Hawaii Gas, and Par Petroleum, the developer forwards the proof of approval to the Department of Transportation, Harbors Division. 3-HI-f.5 – Review Application

The Department of Transportation Harbors Division reviews the application materials for the proposed construction to cross or enter the State Energy Corridor on Oahu. 3-HI-f.6 to 3-HI-f.7– Does DOT Harbors Division Accept the Application?

If the DOT Harbors Division accepts the application, the developer receives a letter of approval and may start construction in the State Energy Corridor on Oahu. The Harbors Division must receive a project schedule two weeks prior to construction and one set of as-built drawings within six months of completion.
