Hawaii Chemical Inventory Reporting (18-HI-e)

In Hawaii, a geothermal developer may need to submit a Chemical Inventory Form to the Hawaii Department of Health Office of Environmental Quality Control if a project includes storing, using, or manufacturing any hazardous substances. Haw. Rev. Stat. § 128E-6. A "hazardous substance" means "any substance designated pursuant to section 311(b)(2)(A) of the Clean Water Act; any element, compound, mixture, solution, or substance designated pursuant to section 102 of the [Environmental Response, Compensation and Liability Act (CERCLA)]; any hazardous waste having the characteristics identified under or listed pursuant to section 3001 of the Solid Waste Disposal Act; any toxic pollutant listed under section 307(a) of the Clean Water Act; any hazardous air pollutant listed under section 112 of the Clean Air Act; any imminently hazardous chemical substance or mixture regulated under section 7 of the Toxic Substances Control Act, as amended (15 U.S.C. §§2601-2671), oil, trichloropropane, and any other substance or pollutant or contaminant designated by rules adopted pursuant to the Hawaii Emergency Planning and Community Right-to-Know Act (HEPCRA). Chemical Inventory Reporting Process


18-HI-e.1 to 18-HI-e.2 - Will the facility store, use or manufacture any hazardous substance that is equal to or exceeds reporting thresholds established by Hawaii Chemical Inventory Form

Inventory forms are required from facilities that have hazardous substances that equal or exceed the reporting thresholds established in the Information Package for Chemical Inventory Form (HCIF)/Tier II under the Hawaii Emergency Planning and Community Right-to-Know Act (HEPCRA).

18-HI-e.3 - Chemical Inventory Reports

Submit inventory reports using the EPA Tier2 Submit Software Webpage. Most companies begin work on their Tier 2 reports at the end of the calendar year in order to submit them by March 1 of the following year. If there is any doubt about any reporting, contact the Department of Health's Hazard Evaluation and Emergency Response Office for guidance.

18-HI-e.4 - Submit Reports to the Department of Health

Enter the inventory information into Tier2Submit, generate and hardopy and a diskette. Send a diskette or e-mail the electronic file to Sharon.leonida@doh.hawaii.gov (include the fee payment).
