Local municipalities and counties' planning agencies are required to develop and maintain general plans that include land use planning. Ariz. Rev. Stat. § 9-461.01; Ariz. Rev Stat. §9-462.01; Arizona Revised Statutes. §11-802. Developers must seek an amendment to existing land use plans that do not allow for the type of development necessary for the project.
