Summary
This legislation aims to encourage the development of alternative energy, cogeneration, and small hydropower facilities. The statute requires utilities to enter into long-term contracts with these facilities and provide supplemental or backup power to such facilities at reasonable rates, to be established by the Utility Regulatory Commission. Some exceptions apply.
