Colombia-Measurement and Performance Tracking (MAPT) Initiative

Overview

Developing countries are increasingly undertaking mitigation efforts in order to respond to climate change and meet development goals in a less carbon intensive manner. Many countries are implementing this process through a combination of national targets, Nationally Appropriate Mitigation Actions (NAMAs), Low Carbon Development Strategies and other climate and energy policies. For these efforts to succeed, effective systems are needed to manage GHGs and related emissions reduction activities.

The World Resources Institute (WRI) is working with in-country partners through the Measurement and Performance Tracking (MAPT) project to help build national capacities in developing countries to measure GHG emissions and track performance toward low-carbon development goals. The project will primarily be driven by key stakeholders in select countries that include national policy makers, industry, and civil society groups. While the goal of MAPT is to support domestic efforts in strengthening measurement and tracking systems, lessons learned will also be collected, analyzed, and disseminated to an international audience in order to replicate successes and inform the design of relevant rules within the United Nations Framework Convention on Climate Change (UNFCCC).

WRI will engage and partner with a broad range of relevant stakeholders including government agencies, businesses, and civil society organizations. We will build on existing in-country methodologies and systems, and ensure that metrics and guidelines are policy-neutral. The project will respond to national demands, drawing on and deploying WRI’s analytical and convening capacities, international expertise, tools, and methodologies.
