Summary
In 2009 San Antonio announced Mission Verde, which outlines eleven initiatives for a sustainable economy. As part of this plan, the City Council enacted an ordinance in March 2009, requiring all new buildings in San Antonio to meet a 15% greater efficiency rate than what was required in the 2008 city energy code, a goal of 30% energy saving by 2012, and a goal of net-zero carbon by 2030.
A second ordinance was enacted in December of 2011, incorporating the recommendations of the Mayor's Sustainable Task Force. The task force recommendations outline suggested policies, programs and incentive mechanisms designed to help achieve the goals outlined within the city's code.
Single and multi-family buildings must meet one of the following standards:
- 15% above IECC 2000 with 2001 supplement and ASHRAE 90.1 1999
- IECC 2009
- Energy Star Certification Compliance
- USGBC LEED-H, Build San Antonio Green, or other third-party certification program that meets or exceeds the energy code
All other buildings must meet one of the following standards:
- 15% above IECC 200 with 2001 supplement and ASHRAE 90.1 1999
- ASHRAE 90.1 2007
- IECC 2009
- ASHRAE Advanced Energy Design Guidelines
- USGBC LEED or other third-party certification program that meets or exceeds the energy code
The code will be revised before March 1, 2015, and every three years after that.
