Abstract
The state of Washington manages its state-owned aquatic lands, due to the large demand for their use. Because the aquatic lands are a finite natural resource of great value, the should be managed for the sake of the public. Water-dependent industries and activities need these aquatic resources, and must be managed to deal with concurrent, conflicting demands. The state also derives revenue from the use of these aquatic lands. Therefore, the state created these rules to guide the exercise of the state's ownership interest and management authority. These rules also establish standards for determining lease rates for users of state-owned aquatic lands in order to make them equitable and predictable.
