This Act is designed to safeguard the state's air resources from pollution by requiring the control and abatement of air pollution and emissions of air contaminants, consistent with the protection of public health, general welfare, and physical property, including the esthetic enjoyment of air resources by the public and the maintenance of adequate visibility. The Act authorizes the Texas Commission on Environmental Quality to develop a comprehensive plan for controlling emissions, designate air quality control regions, create an emissions inventory, create and update a watch list for certain air pollutants, and establish allowable standards for the emission of those pollutants. The Act contains additional information on monitoring and reporting requirements, provisions pertaining to specific agricultural and industrial facilities, emission events, permitting, and advanced clean energy projects.
