This chapter establishes the permitting standards for solid waste sites or facilities, the standards applicable to all solid waste sites or facilities, and the standards for certification of operators. This administrative regulation sets forth the classification of solid waste sites or facilities for permitting purposes. The regulation applies specifically to landfills. It also provides information about permits, solid waste permit fees from the Kentucky Division of Waste Management and the Kentucky Department for Environmental Protection. By-products from coal mining are excluded from the definition of solid waste.
