SB 81 was enacted in July 2007, and it upgraded the New Hampshire Energy Code to the 2006 IECC. In December 2009 the New Hampshire Energy Code was again updated. The New Hampshire State Building Code Review Board adopted IECC 2009 as the new statewide code effective April 1, 2010. The local building official enforces the energy requirements. Local governments may adopt different requirements only if those requirements are more stringent than the state code. The New Hampshire Public Utilities Commission (PUC) has the rulemaking authority to change the standards within the code.
