Ontario Ontario Connection and Assessment Approval (8-ON-b)

In Ontario, a developer may need a Connection Assessment and Approval from the Independent Electricity System Operator (IESO) "to establish or modify a connection to the IESO-controlled grid, including connecting a new or modified transmission facility." IESO Market Manual 2: Market Administration, Part 2.10: Connection and Assessment Approval, p. 3. A transmission facility includes any structures, equipment, or other things used for the transmission of electricity. Market Rules Chapter 11: Definitions, p. 15, 37. The IESO-controlled grid is defined as "the transmission systems with respect to which the IESO has authority to direct operations." The Independent Electricity System Operator (IESO) regulates connections to the IESO-controlled grid pursuant to the Ontario Electricity Act and the IESO Market Rules and Manuals, which are issued pursuant to S.O. 1998, c. 15, Sched. A, s. 32(2)(e)(ii).


Ontario Connection and Assessment Approval Process

8-ON-b.1 to 8-ON-b.7 – Request Technical Feasibility Study (Optional)

A developer may choose to request an optional technical feasibility study to determine the technical acceptability of a new or modified connection to the IESO-controlled grid and to identify alternate connection options. A developer who wishes to take this step must submit a Technical Feasibility Study Application Package (Application) to the IESO via email using the applicable form and pay a $20,000 deposit. The IESO and the applicant (developer) negotiate a scope of work and complete a technical feasibility study agreement (Agreement), which includes completion date for the technical feasibility study. The IESO completes the studies outlined in the Agreement and drafts a technical feasibility study report (Draft Report). The applicant (developer) provides feedback on the Draft Report before the IESO issues a final technical feasibility study report (Final Report) to the applicant (developer). 8-ON-b.8 – Connection Assessment Application Package

A developer must submit a Connection Assessment Application Package (Application) to the IESO via email. The complete Application and any design-related documentation must be stamped by a Professional Engineer who is active and registered in Ontario. 8-ON-b.9 to 8-ON-b.10 – Review Application Materials for Completeness

The IESO reviews an Application within five (5) business days and assigns a CAA identification number to the project. Independent Electricity System Operator – Technical Feasibility Study Webpage.

8-ON-b.11 – Does the Project Qualify for an Expedited System Impact Assessment (ESIA)?

Upon receiving an Application, the IESO determines whether the project qualifies for an expedited system impact assessment (ESIA) or a full system impact assessment (SIA). ESIAs are conducted for projects that do not propose major system changes or would not have a major impact on the reliability of the integrated power system. 8-ON-b.12 – Cost Recovery Agreement

The IESO must execute a Cost Recovery Agreement (Agreement) with the applicant (developer) in which the developer agrees to pay for all costs associated with the ESIA. 8-ON-b.13 to 8-ON-b.16 – Complete Applicable Studies

The IESO completes any applicable studies that assess the project's impact on reliability using the Ontario Resource and Transmission Assessment Criteria. From these studies, the IESO creates a Draft ESIA Report that summarizes the project details, findings, applicable connection requirements, and applicable recommendations. The applicant (developer) provides feedback on the Draft ESIA Report and the IESO issues a Final ESIA report based on that feedback. 8-ON-b.17 – Execute System Impact Assessment (SIA) Agreement

The IESO and the applicant (developer) must execute an SIA Agreement, which must include the standard scope of work attached as schedule 1 to the agreement. A sample SIA Agreement is available on the IESO's SIA webpage.

8-ON-b.18 to 8-ON-b.21 – Complete Applicable Studies

The IESO completes any applicable studies that assess the project's impact on reliability using the Ontario Resource and Transmission Assessment Criteria. From these studies, the IESO creates a Draft SIA Report that summarizes the project details, findings, applicable connection requirements, and applicable recommendations. The applicant (developer) provides feedback on the Draft SIA Report and the IESO issues a Final SIA Report based on that feedback. 8-ON-b.22 – Initiate IESO Market Registration

The applicant (developer) must initiate the IESO's market registration process at least eight (8) months before the beginning of any project-related outages. If successful, the applicant (developer) receives a Registration Approval Number (RAN) document, giving the applicant (developer) full authorization to connect to the IESO-controlled grid.
