Oversize/Overweight Permit Process
6-HI-a.1 to 6-HI-a.2 – Does the Load Exceed the Size or Weight Regulations for State Highway Transportation Established by HAR § 19-104
If the developer will operate vehicles or transport loads of a size or weight that exceeds the maximum dimensions established by Hawaii Administrative Rules § 19-104, the developer needs to apply for a permit from the Hawaii Department of Transportation.
6-HI-a.3 – Application for Oversize and Overweight Vehicles Permit (DOT Form 4-4005)
The developer submits an Application for Oversize and Overweight Vehicles Permit (DOT Form 4-4005) to the Hawaii Department of Transportation district engineer. The application should include all of the information listed in Hawaii Administrative Rules § 19-104-6, including:
- All applicable detailed information and data relative to gross weight, axle loads, axle spacing, dimensions, time of movement, and route to be used;
- for a continuous operation permit, a description of the hauling or towing unit and the pieces of equipment to be mounted or towed;
- sketches showing plan and elevation of the wheel arrangements, dimensions, and distribution of loads for an overweight movement; and
- all other data essential for issuance of a permit.
6-HI-a.4 – Review Application
The Hawaii Department of Transportation’s district engineer reviews the developer’s application for an Oversize and Overweight Vehicles Permit.
6-HI-a.5 to 6-HI-a.6 – Does the DOT Approve the Application and Oversize and Overweight Vehicles Permit
The Department of Transportation decides whether to approve the application and if approved issues an Oversize and Overweight Vehicles Permit.
