Hawaii Drilling and Well Development (5-HI-a)

The Hawaii Department of Land and Natural Resources Engineering Division regulates the drilling and modification of wells under Hawaii Administrative Code §13-183-65

A developer seeking to drill, modify, or modify the use of a well for exploration or development must receive a drilling or modification permit prior to conducting the operation.

Drilling and Well Development Process

5-HI-a.1 – Drilling Application

Before drilling, modifying, modifying use, or abandoning a well, the developer must submit an application to the DLNR consisting of the information listed in Hawaii Administrative Rules § 13-183-65.

The filing fee for a drilling application is $100.

5-HI-a.2 to 5-HI-a.4 – Review Application for Completeness

Applications must be reviewed by the chairperson within 60 days. The chairperson has the power to accept, accept with conditions, or deny the permit application.

5-HI-a.5 – Permit to drill, modify use or abandon a well

Once issued, permits are valid for 365 calendar days, and may be renewed for an additional 180 days at the discretion of the chairperson. Permits may be suspended or revoked, subject to appeal, as provided in § 13-183-65(d).
