Pennsylvania Hydropower Transmission & Interconnection(8-PA)

In Pennsylvania, a developer must obtain an Authorization to Locate and Construct a transmission line that exceeds 100 kilovolts (kV). 52 PA. Code. §57.71(1978). Additionally, a developer must obtain a Certificate of Public Convenience from the Pennsylvania Public Utilities Commission in order to operate as a public utility. 66 PA. Const. Stat. §1102 (1978).
