Chapter 35 of the Public Utility Regulatory Act specifically addresses alternative energy providers, and contains provisions designed to aid such providers in selling power in Texas's competitive utility market. The legislation prohibits utilities from expressing undue preference for purchasing power from affiliates, and requires utilities to provide fair transmission service to alternative energy providers. In addition, the legislation specifically addresses distributed generation natural gas facilities and energy storage facilities.
