The World Bank currently has the following climate projects active in Peru:

Water Resources Management Modernization - IBRD/IDA

"The development objective of the Water Resources Management Modernization Project for Peru is to improve the management of water resources through the strengthening of the Borrower's capacity for participatory, integrated, basin-scale Water Resources Management (WRM) at the central level and in selected river basins. There are two components to the project. The first component of the project will improve WRM capacity at the national level by supporting:

  1. capacity building of the newly created ANA (National Water Authority - Autoridad Nacional del Agua) and formulation of a WRM financing study;
  2. establishment of a national water information system;
  3. formulation of a national water quality management strategy; and
  4. design and launch of a program aimed at introducing a new 'water culture'. The second component of the project will improve WRM in selected river basins by supporting:
    1. the creation, capacity building and early operation of river basin organizations in three pilot river basins namely, Chancay-Lambayeque, Chili, Ica-Alto Pampas (Huancavelica), or any other basin as agreed between the Borrower and the Bank; and
    2. preparing the ground work in four other basins for integrated, participatory, and basin-scale WRM."

PE Santa Rosa Hydro Carbon Finance

"The Peru Santa Rosa Hydropower Project aims to provide a new venue for investing in projects in the Peruvian power sector that contribute to global greenhouse gas Certified Emission Reductions. The project is comprised of two components: Santa Rosa I, II, and III hydropower plants, one of which is already operating, will increase the national grid's power generation and provide a percentage of its energy production for sale in the spot market. The World Bank as trustee of the Community Development Carbon Fund will purchase the first Carbon Emissions Reductions generated by the project. The total CER purchases include recovery of project preparation expenses such as those related to baseline establishment, validation, monitoring, verification, and certification. The World Bank will also have the option of purchasing 62,400 tons of carbon dioxide equivalents generated by the project after the contract Emissions Reductions have been delivered."

PERU - Poechos Hydropower Project

"The Poechos Hydropower Project aims to facilitate investments in the Peruvian power sector that contribute to certified emission reductions in global greenhouse gases. Initially these investments will support a small hydropower project totalling 15.4 MW of capacity. Additional small hydro projects and other projects are to be determined. The project has two components: One increases hydropower generation. The main civil works to be built are the intake and forced pipes, the machine house, the discharge canal, 100 m of access roads, and 38 km of transmission lines. The project is expected to generate about 60 GWh of electrical energy per year, to be sold to a concessionary for energy distribution in northwest Peru. The second component finances carbon purchases and includes cost recovery."


"This project paper introduces the following changes in the Peru Lima Transport Project and any accompanying amendments to the project's legal documents. The changes consist of:

  1. the replacement of the Global Environment Facility (GEF) financing of bus scrapping and social mitigation related activities with:
    1. a study to integrate and rationalize the public transport system in Metropolitan Lima; and
    2. the allocation of a small amount of the respective funds to project management and for contingencies;
  2. the refinement of a few indicators to adapt them to the component changes and to provide a better definition of project outputs;
  3. the deletion of the disbursement categories and conditions relating to the scrapping/social mitigation activities and the inclusion of a new disbursement condition relating to the approval by the Bank of a revised environmental management plan;
  4. the reallocation of funds between disbursement categories;
  5. a one-year grant closing date extension."

PE Huaycoloro Landfill Gas Recovery

"The Huaycoloro Landfill Gas Recovery Project for Peru aims to promote private sector investment in the collection and use of landfill gas (LFG) to reduce greenhouse gases and to create Certified Emissions Reductions (CERs) that will grant significant additional income for well-managed municipal solid waste operations. There are two components to the project, the first component being LFG recovery and combustion. The project will consist mainly of the installation of a landfill gas collection system to extract and collect LFG, and blower and flaring equipment for LFG combustion. The revenues for the project will come from the sale of CERs of greenhouse gases created by the combustion of methane, which makes up approximately 50 percent of the LFG. Finally, the second component is the potential second-phase electricity generation component. Instead of simply burning the collected LFG, it is possible to use the calorific content of LFG to drive an electricity generator of up to 5.74 MW. Such generating capacity will far exceed the electricity used for the landfill operations (currently served with generators of about 300kW). However, an additional investment into extending an interconnection line to the main national grid of Peru will allow sale of electricity to other users and provide a source of renewable energy to the system."
