1.2 Workplan to develop the LEDS
Stakeholder groups can begin with an initial review of country-specific analyses and data (e.g., GHG emissions inventory, carbon supply curves, climate technology needs assessments), current climate initiatives (national and international) and existing clean energy, land use, and market readiness initiatives.
- In order to begin this exercise, stakeholders can visit the LEDS search site and click and search country-specific programs to get an initial list of these types of activities.
Large-scale programs to consider for review include:
1.2.2. Outline priority actions and outputs based on gap assessment
Review low emission development plans, REDD+ strategies, and climate plans as they exist for your country to assess previously identified objectives and lessons learned from the process of preparing or implementing those documents. Once there is a strong understanding of the current climate-related activities in the country, the stakeholder group can begin to assess where gaps might exist and value can be added to the LEDS planning process through technical assistance.
- Stakeholder teams can use this LEDS framework (OpenEI.org/LEDS) to inform this process and assess:
- Gaps in existing studies and data
- In-country capacity to address gaps (such as public- and private-sector research organizations and actors who have participated in previous related studies)
- Areas where international technical assistance could help address analytical gaps
- The teams can then create a tailored work plan, laying out specific gaps to be addressed and technical assistance required at each stage of the LEDS planning process.
1.2.3. Agree on guiding principles and objectives for the LEDS
Identifying guiding principles and draft objectives is an integral step in the planning process. These principles and objectives will provide the backbone for the LEDS and will connect the climate strategy to the country's development goals.

1.2.4. Determine the components of the desired LEDS, and the process by which the LEDS will be created
In order to learn from the efforts of other countries it is important that stakeholder teams review plans that have already been developed as well as documents assessing these plans. This exercise will ensure that best practices can emerge and that lessons can be learned in order to avoid potential pitfalls

- Stakeholder teams can also review lessons learned from previous low emission planning efforts.
1.2.5. Develop work plan for all stages in this process

1.2.6. Make final review of institutional process and work plan by government advisory body and stakeholder group
Government and stakeholder groups can perform a final review of the work plan and institutional process, including guiding principles and objectives to support LEDS development. This can include the following steps:
