“New York's State Historic Preservation Office (SHPO) helps communities identify, evaluate, preserve, and revitalize their historic, archeological, and cultural resources. The SHPO administers programs authorized by both the National Historic Preservation Act of 1966 and the New York State Historic Preservation Act of 1980.” This agency also “works with governments, the public, and educational and not-for-profit organizations to raise historic preservation awareness, to instill in New Yorkers a sense of pride in the state's unique history and to encourage heritage tourism and community revitalization.”


“Office of Parks, Recreation and Historic Preservation is to provide safe and enjoyable recreational and interpretive opportunities for all New York State residents and visitors and to be responsible stewards of our valuable natural, historical and cultural resources. “


Cultural Resource Information System: This new system uses advanced Geographic Information System (GIS) to provide references to “preserve and revitalize” the state’s culture. The system has “National Register documents, building and archaeological inventory forms, survey reports, and a wide variety of additional legacy data.”

National Register: “The State and National Registers of Historic Places are the official lists of buildings, structures, districts, objects, and sites significant in the history, architecture, archeology, engineering, and culture of New York and the nation. The same eligibility criteria are used for both the State and National Registers.”

Historical surveys: The Survey and Evaluation Unit provides technical assistance, support and training to prepare property owners for surveys. This Unit also “evaluates and identifies” historic districts, buildings, structures, and objects.

Preservation Assistance: This program provides private land and homeowners, and non-profit organizations and municipalities with any type of assistance with surveys, property listing, and restoration.

Certified Local Governments (CLG): Becoming a CLG allows cities, towns, and counties to receive professional guidance in the preservation process. This program helps design the vision in which the government wants to incorporate historical preservation and recognition in the community.

Federal Investment Tax Credits: To be eligible, properties must be listed on the National Register of Historic Places. The credit includes 20% back from federal income tax to be used for major rehabilitation or restoration projects. The project must meet the Secretary of the Interior’s Standards for Rehabilitation and be approved by the National Park Service.

Environmental Review: SHPO aids communities in assessing historical properties in compliance with the State Environmental Quality Review Act. This environmental review assesses the impacts a development project would have on the property and suggests mitigation measures to avoid property damage or value degradation.
