This act aims to regulate the distribution system for natural gas by utility companies in terms of contracts, costs, tariff structures and competition. These regulations include minimum standards for the construction, testing, corrosion protection, operation, release prevention, and repair and reuse of storage tanks, periodic inspection of the leak detection systems, release prevention measures and an annual registration fee to be paid by owners of storage tanks. The Office of Competitive Market Oversight (OCMO)oversees competition in the retail natural gas supply market. OCMO promotes the development of the competitive retail natural gas market. OCMO also facilitates the resolution of disputes between natural distribution companies (NGDCs) and natural gas suppliers (NGSs) and provides a forum for informally addressing obstacles faced by NGSs in participating in the retail market.
