This legislation sets goals for the reduction of solid waste generated by households, businesses, and governments, through source reduction, reuse, recycling, and composting. The state aims to achieve recycling and composting rates of:
(a) 17% of the state's solid waste by 2008; (b) 19% of the state's solid waste by 2011; and (c) 22% of the state's solid waste by 2015.
In addition, the Department of Environmental Quality is required to prepare, adopt, and implement a state solid waste management and resource recovery plan.
