One of the highest priorities identified by countries and the regional platforms is the need for enhanced peer learning and strengthened tools on evaluating and communicating development impacts and benefits of LEDS. The Benefits Assessment and Communication Working Group aims to address this need and assist countries and institutions in identifying and building awareness of the impacts of LEDS measures on country development goals. These goals include reducing poverty, improving health and local environmental quality, improving energy and water access, and facilitating gender equity.

2015 Working Group Activities

Inventory and Build Development Impacts Assessment Tools, Data Sources, and Methods

The working group is compiling an inventory of resources for evaluating the economic, social, and environmental impacts of low emission development options on a country’s development goals. This includes qualitative and quantitative tools, as well as cross-sectoral and sector-specific tools, data, and methods. Many of the growth-focused benefits can be evaluated as part of a macro-economic modeling effort, and they can be quantified in economic indicator terms. In contrast, anti-poverty or other social benefits may have more complex causal chains or less-accepted methodologies for impact assessment. The inventory will reflect data requirements and ease of use to help identify tools and approaches most appropriate in a specific country. The working group will also devote resources to strengthening one or more tools or data sets to fill the gaps identified through the inventory assessment. Evaluate and Communicate Impacts of LEDS Measures on Development Priorities

A country constructing a LEDS must evaluate and prioritize policies across the economy and clearly explain the process used to make this determination. The working group has developed a communication tool (see below) to facilitate the evaluation, communication, and decision-making on the combination of interventions that best contribute to development goals. The tool aims to identify, document, and communicate the economic impacts (evaluated through macroeconomic modeling), anti-poverty (or well-being), and environmental impacts. The tool has been piloted in Kenya and Montenegro, and a summary of lessons learned through that effort is forthcoming. The tool will be improved based on these insights, input from other pilot projects, and stakeholder feedback. Understanding that a variety of approaches may be needed for different audiences, the Benefits Assessment and Communication Working Group will also develop additional communication tools. Advise on Development Impacts Assessment

This activity centers on providing peer-to-peer consultation to those analyzing development impacts. This may be focused on evaluating the impact of a specific LEDS measure across the economy or on one or more development priorities. Peers will be matched based on the country context and the particular area of analysis (e.g., energy access, health). For additional information about this activity, contact Kathleen Nawaz.

Support On-going Peer Exchange on Development Impact Assessment

Understanding the impacts of LEDS measures is of growing interest in countries around the world. This activity is aimed at facilitating peer-to-peer sharing and lessons learned from analysts’ experiences in evaluating development impacts in their countries, through webinars, forums, and workshops. The effort will link with related efforts by the U.S. government’s Enhancing Capacity for Low Emission Development Strategies and other initiatives. Sharing information and insights will help develop a community of practice to strengthen participants’ analysis and promote decision-making to achieve LEDS objectives. A New Tool: Communicating the LEDS Contributions to Development Goals

LEDS actions are developed and implemented first and foremost to support a country’s development goals, such as economic growth, poverty reduction, increased jobs, improved energy access, improved health and other outcomes. The purpose of the DIA tool is to provide a mechanism for communicating the impacts (both positive and negative) that LEDS actions may have on these development priorities. The tool can help decision-makers explore potential tradeoffs in policies to achieve development goals and help build consensus for action with impacted stakeholders.
