CLEI's Clean Air and Climate Protection (CACP) software calculates and tracks greenhouse gas emissions associated with electricity, fuel use, and waste disposal.


ICLEI's Clean Air and Climate Protection (CACP) software calculates and tracks greenhouse gas emissions associated with electricity, fuel use, and waste disposal. The tool uses the methodologies and accounts for all the emissions sources established in the Local Government Operations Protocol.[2] The tool can be applied to both an entire community and the local government's operations and assets. The emissions sources accounted for in CACP include scope 1 (stationary combustion; mobile combustion, fugitive emissions from refrigerants, fire suppression equipment, and power generation; solid waste emissions; wastewater treatment facilities; and other process and fugitive emissions), scope 2 (purchased electricity, steam, heating, and cooling; combined heat and power; and transmission and distribution losses from power generation facilities), and scope 3 (transportation and supply chain sources). The tool can also help quantify the effect of existing and proposed reduction strategies, predict future emissions levels, and set reduct targets and track progress toward meeting goals.

Inputs and Outputs

Inputs include: To calculate GHG emissions, CACP requires entry of information about emissions sources as well as activity data (e.g., type and quantity of fuel consumed) during the reporting year. Users may customize the tool by providing specific emission factors, or information about fuel and vehicle types or municipally-operated utility electricity mix not included in the default factors. Assumptions (e.g., anticipated efficiency, implementation schedule, etc.) regarding energy savings from specific reduction strategies, along with assumptions regarding changes in the community over the target period, must also be input by the user.

Outputs include: Annual municipal and community energy use, greenhouse gas emissions, and criteria air pollutants (NOx, SOx, CO, VOCs, PM10, PM 2.5) associated with electricity, fuel use, and waste disposal. Annual emissions reductions, cost savings, and simple payback period associated with certain user-specified reduction measures can also be calculated by the tool. Additionally, the tool can model the impact of specified emissions reduction targets on a community's business as usual emissions over time.


ICLEI provides the capability to project a "business as usual" emissions scenario and to model reduction strategies. CACP can also be used to produce different types of reports, including a climate action plan showing the effects of all user-specified strategies on emissions relative to the base year.

ICLEI provides a variety of data collection trainings and support tools to members. These tools can assist the communities in using CACP.


CACP is available only to ICLEI members, Regional Planning Affiliates, and members of the National Association of Clean Air Agencies (NACAA), National Association of State Energy Officials (NASEO), or the National Association of Regulatory Utility Commissioners (NARUC).
