Montana has over 20 million acres of public and private forested lands, about a quarter of the state's land area. Montana's Forests are managed by the Department of Natural Resources and Conservation's Forestry Division. The DNRC's 2010 Statewide Forest Resource Strategy document specifies the promotion and facilitation of forest biomass for energy generation as a key strategic goal:

The DNRC also offers financial assistance under its Woody Biomass Utilization program, with a mission to promote the beneficial use of forest biomass in the state. Current grants include a biomass utilization grant and energy assessment grant:
