Redevelopment commissions may petition legislative bodies to designate economic development project districts in cities with populations between 80,500 and 500,000. Such districts may be established if it is found that the completion of the redevelopment and economic development of the district will attract new business enterprises to the district or retain or expand existing business enterprises in the district, benefit the public health and welfare and be of public utility and benefit, protect and increase state and local tax bases or revenues, and result in a substantial increase in temporary and permanent employment opportunities and private sector investment within the district. Once established, improvement projects in these districts may be eligible for bond financing, remitted funds, and tax incentives.
