Dominican Republic-Designing and Communicating Low Carbon Energy Roadmaps for Small Island States of the Caribbean
Continuing on from the work begun under the pilot project, energy efficiency will be a major focus of this portion of the work. Worldwatch has identified a need for increasing the National Energy Commission's understanding of energy efficiency, the role this topic plays in designing building codes, monitoring government energy use and successful implementation of a monitoring tool that can help guide actions towards lowered consumption and better use of current energy resources.
"Develop and communicate low-carbon strategies in climate vulnerable countries (Dominican Republic, Haiti, Jamaica) via renewable resource and energy efficiency assessments, research, evaluation of technological and economic issues, and analysis of policies. Final product are policy roadmaps for decision makers with specific steps to implement."
Worldwatch will conduct two workshops in Jamaica in support of the design of a sustainable energy roadmap. These workshops will include members of government, the private sector, academia and civil society to increase awareness of and support for the roadmap. With input from a broad base of decision makers, the roadmap will be well placed to help understand how to best use renewable resource mapping for potential energy sites, evaluate energy efficiency opportunities, understand and address technological barriers, and evaluate policy actions.
Progress and Outcomes
Outline of capacity building steps: 1. Renewable Resource Assessment
- Thorough review of existing renewable resource data to determine what additional assessments need to be completed
- Completion of resource mapping for designated sources such as wind, solar and biomass
- Comparison of resource assessments with existing load centers and power lines to help identify top zones for renewable energy development
2. Energy Efficiency Assessment
- Thorough review of current electricity grid structure to determine efficiency losses
- Survey of major electricity users to determine efficiency measures in place or planned
- Analysis of additional efficiency opportunities
3. Technology Assessment
- Assess current status of renewable energy deployment.
- Provide overview of renewable energy projects in planning and pending stages.
- Identify technological barriers to additional renewable energy deployment.
4. Economic and Social Assessment
- Provide preliminary estimates for potentials for domestic job creation and expanding manufacturing
- Analyze potential economic impact of future investment in renewable energy including health and environmental factors
- Compare to a business as usual scenario to determine costs and savings
5. Policy Assessment
- Explain context of international climate policy and global best practices for low-carbon energy development
- Survey of existing energy laws and regulations in project countries
- Analyze lessons learned and identify key barriers
- Identify opportunities for policy reforms
- Identify potentials for international technological and financial support.
