|Equipment Requirements|| The heat pump system must meet or exceed the program’s following minimum efficiency requirements:|
HSPF of 9.0 and a SEER of 14.0
|Installation Requirements|| Both new and existing site-built homes are eligible. Homes must have ceiling insulation of R-19 or more, where possible. PUD pre-approved heat pump contractors must be used in order to qualify for funding.

Cowlitz County PUD will provide rebates to customer homeowners who have a PUD-qualified heat pump dealer upgrade their heating system with the installation of a premium efficiency heat pump system, in accordance with the PUD’s rigid set of installation standards, and who upgrade their ductwork to meet the PTCS duct sealing requirements. Rebate incentives are as follows:
- With 50% or more of ducts in unheated areas (including the required upgrade of the duct system to meet PTCS duct sealing standards): $900
- With less than 50% of ducts in unheated areas: $450
- Homes over 4,500 square feet are allowed two incentives (for two heat pumps or for a very large properly sized unit): $1800
Rebates are also available for customers who convert their electric forced air furnaces to heat pumps, for duct sealing, and for the installation of heat pump controls. An approved contractor's list provides a variety of local businesses that are pre-qualified by Cowlitz PUD to perform work under this program.
