This Act aims to preserve Maryland's coastal areas and to balance competing demands for resources by requiring environmental impact evaluations to be conducted prior to the approval of the construction or operation of certain facilities. Such review complements the Coastal Zone Management Act of 1972, which establishes a comprehensive plan for the proper use and development of energy resources in coastal areas. This Act applies to pipelines carrying crude oil or natural gas from offshore sources; facilities for the processing, transmission, or storage of natural gas with a total design capacity for at least one billion cubic feet of gas for storage or 200 million cubic feet for processing; operations bases and fabrication yards; and other facilities storing or processing petroleum resources.
