Benefits and Costs of Aggressive Energy Efficiency Programs and the Impacts of Alternative Sources of Funding: Case Study of Massachusetts

This analysis, based on the Massachusetts Green Communities Act, looks at the impact of energy efficiency targets mandated by the Act on rates and shareholder earnings and return on equity. A Massachusetts "super-utility" model was created to examine short-term and long-term impacts and to identify several alternative revenue sources to help defray the cost to ratepayers.
