These regulations establish a budget trading program for nitrogen oxide emissions, setting NOx budget units for generators and an NOx Allowance Tracking System to account for emissions. These regulations apply to units that serve generators with a nameplate capacity greater than 15 MWe and sell any amount of electricity, as well as to units that have a maximum design heat input greater than 250 mmBtu/hr. Units that possess federally enforceable permits may be exempt from these regulations.
