    <br> Ormat proposes to evaluate the geothermal resources that potentially exist within the Lease Area by constructing up to 20 well pads and drilling one of each of the three different types of geothermal exploration wells on each pad: temperature gradient wells, observation wells, and production wells. Therefore a total of 60 geothermal exploration wells may be drilled as part of the Proposed Action. Each well pad would be permitted to accommodate the maximum approximate size necessary for the construction and operation of a production well, the largest of the three types. The drilling of each well type may not necessarily occur on each well pad, only one well of each well type would be drilled on any single well pad, and not all well pads may be utilized or developed. While each pad site would be permitted to accommodate a production well, well pads would be constructed only to the extent necessary to accommodate the well type(s) situated on it. If Ormat initially drills a temperature gradient well or observation well on a well pad, that well pad would not be expanded to full permitted size unless a production well is later drilled on it. Under no circumstances would a well pad be expanded to a size greater than that needed for a production well. Specific details about the design and layout of well pads are provided in Section 2.1.2.1. In support of the geothermal exploration drilling activities, Ormat also proposes to construct new gravel access roads and utilize and repair existing roads for access to the Project Area. Gravel would be obtained from an existing mineral material site that Ormat would expand and from a new mineral material site that Ormat would construct (Figure 2). Additionally, Ormat proposes to drill up to two groundwater wells on one or two of the proposed well pads or at the proposed new gravel source area. Therefore, a total of 62 wells may be drilled, including 60 geothermal exploration wells and 2 groundwater wells. Ormat would install an above-ground water distribution pipeline, within the project boundary as described in this EA, between the groundwater wells and well pads actively being drilled. The pipeline would be located along the sides of proposed access roads and on well pads, and would not require additional surface disturbance. The water distribution pipeline system would require prior BLM approval of a Sundry Notice to authorize construction of the pipeline. Ormat would also construct or install the necessary ancillary facilities in support of drilling activities, including a temporary personnel “camp” for active drilling crews.

    Arizona Public Service Company (APS or Applicant) is proposing the development of approximately 38 miles of transmission line to increase the reliability of the high-voltage transmission system in the northwestern Phoenix metropolitan area. The proposed APS Sun Valley to Morgan 500/230kV Transmission Line Project (Proposed Action or Project) would establish a 500 Kilovolt (kV) and 230kV connection, constructed mainly on single-pole structures between two substations (the Sun Valley Substation [formerly called TS-5] and the existing Morgan Substation [formerly called TS-9]). The approved Sun Valley Substation will be located in the northwest portion of the Town of Buckeye and the existing Morgan Substation is located in the City of Peoria. Generally the transmission line would head north-northeast out of the Sun Valley Substation to north of State Route (SR) 74 and then east to the Morgan Substation. The Project would require a new right-of-way (ROW) or easement on federal, state, and private lands. The construction ROW would be approximately 200 feet wide, but could be somewhat wider where terrain poses engineering or construction constraints. The permanent and operational ROW width is proposed to be 200 feet wide and would cross approximately seven miles of public lands, north and south of SR 74 in the northeastern part of the Project Area and approximately two miles of public lands in the southwestern portion of the Project Area near the Sun Valley Substation location.

  • BPA has decided to construct the Big Eddy-
    BPA has decided to construct the Big Eddy-Knight Transmission Project in Wasco County, Oregon and Klickitat County, Washington. This project consists primarily of constructing a new, approximately 28-mile-long, 500-kilovolt (kV) transmission line and ancillary facilities between BPA's existing Big Eddy Substation in The Dalles, Oregon, to a proposed new Knight Substation that would be connected to an existing BPA line about 4 miles northwest of Goldendale, Washington. The Big Eddy-Knight Transmission Project will respond to requests for transmission service in the region by increasing transmission capability of the electrical system. For the transmission line, BPA has decided to build East Alternative Option 3, which was identified in the final EIS as the preferred alternative for the transmission line route. For the first 14 miles, the line will use double-circuit towers (combining the new line and an existing line on one set of towers) mostly on existing right-of-way. The remaining 14 miles of the new line will be built with single-circuit towers in newly-established transmission line right-of-way. BPA has also decided to build the small (about 1 mile) realignment of the East Alternative on the Oregon side of the Columbia River, as described in the final EIS. For the proposed new Knight Substation, BPA has decided to build Knight Substation on Site 1, which is on private property about 0.5 mile west of Knight Road. For the fiber optic cable necessary for system communications, BPA has decided to build the Loop Back Option, which will string fiber optic cable on the new transmission towers from BPA's Big Eddy Substation to the new Knight Substation and back again. The project also includes new equipment at BPA's existing Big Eddy and Wautoma substations. BPA considered three transmission line alternatives, two Knight Substation sites, two fiber optic cable options, and the No Action Alternative.

  • BPA is proposing to construct, operate, an
    BPA is proposing to construct, operate, and maintain a 38- to 40-mile-long 500-kilovolt (kV) transmission line in Garfield, Columbia, and Walla Walla counties, Washington. The proposed line would extend west from BPA’s planned Central Ferry Substation in Garfield County to BPA’s Lower Monumental Substation located in Walla Walla County. BPA is considering four routing alternatives for the proposed Central Ferry-Lower Monumental transmission line; portions of all four routes would parallel existing BPA lines in the area. Two of the routing alternatives for the transmission line are about 38 miles long, and the other two are about 40 miles long.

  • BPA will build a new 500-kilovolt transmis
    BPA will build a new 500-kilovolt transmission line that had been scheduled for construction six years ago and then put on hold. In 2002, BPA decided to construct a new 79-mile transmission line from McNary Substation to the John Day Substation along the Columbia River. BPA completed an Environmental Impact Statement (EIS) that analyzed the potential impacts of constructing, maintaining and operating the line. The line would have helped integrate power from many of the new generation projects considered in the area. However, other than some preliminary construction activities, the project was put on hold due to changing energy market conditions. BPA recently conducted a process, called Network Open Season (NOS), in which we received many new requests for use of transmission lines in this area. Building the McNary-John Day transmission line will address those requests. As part of this NOS process, BPA also conducted a financial analysis of the project.

  • Basin Electric is proposing to construct,
    Basin Electric is proposing to construct, operate, and maintain a new electrical transmission line connecting the existing AVS, Charlie Creek, Williston, and Neset substations with five newly proposed delivery substations. The overall project area identified for this project encompasses parts of Mercer, Dunn, McKenzie, Williams, and Mountrail counties in North Dakota. This overall project includes the construction of 345-kV transmission line facilities from Basin Electric’s AVS generation facility in northwestern North Dakota to increase the capacity and reliability of the electricity transmission infrastructure of the region. The line would connect AVS with Basin Electric’s Charlie Creek and Neset substations, Western’s Williston Substation, and provide new substation facilities to connect the proposed line into the current transmission system and provide locations for load-serving connections. Several alternatives, including a no-action alternative and three different build alternatives are discussed in detail in Chapter 2 of the FEIS. This FEIS considers two additional alternatives, similar to the alignment of Alternative B discussed in the DEIS. The primary difference is a double-circuit 345-kV line (Alternative D) or two parallel lines (Alternative E) running 63 miles from the Red Substation near Killdeer to the new White Substation and on to the Blue Substation and the additional Killdeer South Switchyard would be required. The Killdeer South Switchyard would interconnect the Red Substation to the existing AVS to Charlie Creek 345-kV transmission line by 12 miles of parallel 345-kV single-circuit transmission line. A detailed description of the project alternatives is included in Chapter 2 of the FEIS.

  • Bonneville Power Administration (BPA) has
    Bonneville Power Administration (BPA) has been asked by the Bureau of Reclamation (Reclamation) to design and construct six new 500-kV transmission lines at Grand Coulee Dam. These proposed new overhead lines would replace six existing underground lines. The existing lines consist of eighteen aging, oil-filled cables between Grand Coulee's third powerhouse and the 500-kV spreading yard, both of which are operated and maintained by Reclamation. In the current underground configuration, the cables are more susceptible to threats like fire, which could likely lead to multiple line failures in the future. The proposed overhead solution is less likely to experience multiple line failures, which helps ensure safe and reliable transmission of power from Grand Coulee Dam. The new lines would transfer power that is generated at the third powerhouse, across the Columbia River near the visitor center area, and then proceed uphill where they will connect to existing lines that transfer power from this area into the Regional power grid.

  • Bonneville Power Administration (BPA) prop
    Bonneville Power Administration (BPA) proposes to rebuild the Kalispell-Kerr 115-kilovolt (kV) transmission line in Flathead and Lake counties, Montana. This 41-mile long transmission line is owned and operated by BPA. The line begins at the BPA Kalispell Substation and ends at the BPA Kerr Substation, approximately 4 miles southwest of the city of Polson (see project map below). The rebuild is needed because the transmission line, which was built in 1947, is old and the existing wood-pole structures and electrical wires (conductors) show normal deterioration due to age. Rebuilding this transmission line would enable BPA to continue to provide reliable electric power to local utilities. The project would include replacing wood-pole transmission structures, associated structural components, and conductors. The wood-pole transmission structures consist of either two or three wood poles. The existing structures would be replaced with structures of similar design within or near to their existing locations. Some existing access roads would need to be improved to provide construction access and some new access roads may be needed to access structures for which BPA currently does not have adequate access. The rebuilt transmission line would continue to operate at 115-kV.

    Calpine Corporation has submitted a Plan of Utilization (POU) to the Bureau of Land Management (BLM) and the U.S. Forest Service (USFS) to develop a 49.9 megawatt (MW) geothermal power plant and wellfield and 24-mile, 230-kilovolt (kV) transmission line. This project, known as the Fourmile Hill Geothermal Development Project, would be located in the Glass Mountain Known Geothermal Resource Area (KGRA) on the Klamath and Modoc National Forests, in Siskiyou and Modoc Counties, California. The Glass Mountain KGRA represents one of the only remaining undeveloped KGRAs in North America with a demonstrated geothermal resource.

(Cayley) is proposing to conduct the Reese River Valley Geothermal Exploration Project (Project), a geothermal resources exploration program of temperature gradient hole (TGH) and slim well drilling and testing on public lands leased for geothermal resource development in Lander County, Nevada (Figure 1). The area to be explored (Project area) consists of portions of federal geothermal leases NVN-78687, NVN-77247, NVN-78688, and NVN-76676. The Project area (see Figure 2) covers the entirety of Sections 32 and 33, and the W½ of Section 34, and SW¼ of the SE¼ of Section 34, Township 24 North, Range 43 East (T24N, R43E), Mount Diablo Baseline and Meridian (MDB&M); and the W½ of the W½ of Section 3, the entirety of Sections 4 and 5, the E½ of Section 6, and the N½ of the N½ of Sections 8 and 9, T23N, R43E MDB&M. The Project (Proposed Action) includes (see Figure 3): *Drilling up to eight temperature gradient holes (including the improvement, reconstruction or construction of access roads, as necessary), each to a depth of either 300 or 1,000 feet and measuring the temperature profile in each TGH; and *Constructing drill pads on up to three of seven sites (including the improvement, reconstruction or construction of access roads, as necessary), drilling and completing a small-diameter (slim) well to a depth of about 4,000 to 5,000 feet from each of the three constructed drill pads, and flow-testing each completed slim well to obtain samples of the geothermal fluid and production information from the geothermal reservoir. The total estimated area of new surface disturbance required for construction of the drilling pads and access roads would be a maximum of approximately 9.68 acres (see Figure 3)
