The Texas State Soil and Water Conservation Board is established to encourage and oversee soil-conserving land-use practices, and to provide for the conservation of soil and related resources and the control and prevention of soil erosion, and thereby to preserve natural resources, control floods, prevent impairment of dams and reservoirs, assist in maintaining the navigability of rivers and harbors, preserve wildlife, protect the tax base, protect public lands, and public health and welfare. The Board works with other state agencies to enact regulations related to soil and water conservation, provides advice and technical assistance to the state's Soil and Water Conservation Districts, and administers a number of water quality programs.
