This flowchart illustrates the procedures for interconnection with [[Electricity Reliability Council of Texas (ERCOT)]] in Texas.
According to [[Texas - PUC Substantive Rule 25.198 - Electric Service Providers-Open Access Comparable Transmission Service for Electric Utilities in the Electric Reliability Council of Texas | PUCT Substantive Rule 25.198]], the responsibility for implementing the transmission interconnection process was delegated to ERCOT by the [[Public Utility Commission of Texas]].

==8-TX-b.1 - Is the Facility a Non-Opt-In Entity?==
Non-Opt-In Entities are electric cooperatives and municipally owned utilities that do not operate as competitive retailers and do not plan to offer customer choice.
==8-TX-b.2 - NOIE Load Zone Establishment Form==
The developer must complete the necessary form and file it with ERCOT to register as a NOIE.
==8-TX-b.3 - Is the Facility to Generate Over 10MW?==
Facilities that will generate less than 10MW must register as a Distribution Registration facility.
Facilities that will generate more than 10MW must conduct necessary studies and obtain an Interconnection Agreement.
==8-TX-b.4 - Initiate Distributed Generation Interconnection Procedure==

==8-TX-b.5 - Generation Resource Interconnection or Change Request (GINR) Application==
Developers must include application information necessary to allow timely development, design, and implementation of electric system enhancements needed to serve the generation entity requirements. Application information must include enough detail to establish transfer capabilities, operating limits (including stability) and planning margins to provide both reliability and operating efficiency, designing future system facility additions, and facilitating coordinated planning. During this stage of the process, the developer is referred to as the Interconnecting Entity (IE) by ERCOT protocols and binding documents.
The application consists of three components:
*A Generation Entity Information Sheet;
*A Preliminary Resource Asset Registration Form (Pre-RARF); and
*An ERCOT Security Screening Study fee.
Developers must pay a Security Screening Study fee. The amount of the fee depends on the capacity of the proposed resource. The study identifies steady state transmission constraints at the proposed generator interconnection point which will require transmission improvements to allow full output. ERCOT has 90 days to complete the Security Screening Study.
*Upon completion of the Security Screening Study, the IE has 180 days to notify ERCOT in writing of its intention to pursue the project by proceeding to the Full Interconnection Study (FIS).
*After 180 days, the results of the Screening Study will expire, and the GINR will be cancelled. Any further action on the project will require a new GINR application, including the payment of a fee for a new study.
==8-TX-b.6 - Review Application for Completeness==
ERCOT must notify the IE within 7 business days if the GINR application fails to include the necessary fee or information. If the IE fails to respond to ERCOT within 10 business days, the GINR will be deemed incomplete and rejected. ERCOT must notify the IE if such condition occurs.
==8-TX-b.7 – Is the Application Complete?==
ERCOT will date-stamp the application, add the interconnection request to their interconnection list, and notify the IE of receipt of the completed application within 10 business days after the application is deemed materially complete.
ERCOT will assign a designated point of contact to oversee the interconnection process. This is the primary contact for interconnection studies.
==8-TX-b.8 – Conduct Full Interconnection Study (FIS)==
The transmission service provider conducts the FIS consisting of 4-6 studies. Developers may request a FIS concurrently with the application packet, or at any time up to 180 days after the Screening Study results are released.
Studies in the FIS always include:
*A steady state and transfer analysis;
*A short-circuit and breaker duty review;
*A dynamic and transient stability analysis; and
*A facility study
The FIS may also include the following:
*An SSR study may be required based on the results of the SSR screening analysis; and
*An Economic Study will be required if the estimated cost of transmission improvements exceeds 25 million dollars.
==8-TX-b.9 – Negotiate Interconnection Agreement==
ERCOT does not participate in the negotiation or execution of the Interconnection Agreement. The agreement is negotiated between the interconnecting transmission service provider and the IE.
==8-TX-b.10 – Standard Generation Interconnection Agreement (SGIA)==
The interconnection agreement is filed with the [[Public Utility Commission of Texas]]. The transmission service provider is required to send a copy of the signed interconnection agreement to ERCOT within 10 days. ERCOT has 60 days to review the document and provide a written determination of whether or not it complies with protocols and other binding documents.
==8-TX-b.11 – Protocol Compliance Review==
ERCOT is obligated to review the proposed resource after the interconnection agreement is signed. ERCOT must assess whether the resource would violate any operational standards.
