Groundwater Conservation Districts, as created following procedures described in Water Code 36, are designed to provide for the conservation, preservation, protection, recharging, and prevention of waste of groundwater, and of groundwater reservoirs or their subdivisions, and to control subsidence caused by withdrawal of water from those groundwater reservoirs or their subdivisions. Districts may develop, adopt, and promulgate rules pertaining to groundwater management within their jurisdiction; this system is the state's preferred method of groundwater management. This legislation contains further information on the establishment of groundwater districts, landowner protections, powers and duties of districts, well drilling, district finances, and bonds and notes.
