The program is intended to provide assistance and incentives to customers who employ energy efficient measures. Applications are available for each utility from the website above.  Energy Star Appliance and HVAC Programs offer rebates on natural gas water heaters, clothes washers, pipe wrap, faucet aerators and efficient shower heads, energy efficient water heaters, furnaces, boilers, and thermostats. Incentives will be provided to the home owner and based on fulfilling energy efficiency standards.

The Energy Efficiency Assistance Program provides weatherization products and services to residential customers in need. Low income residential customers can receive assistance through utility programs, which partner with federal weatherization programs (WAP) and local Community Action Agencies.  The program qualifications are based upon the federal income guidelines published by the US Department of Energy weatherization program (applicants must meet the household income levels established, which are currently 200% of poverty level or below). The following energy efficiency products and installation services may be available through approved weatherization agencies and subcontractors: compact fluorescent light (CFL) bulbs, refrigerator replacement (eligibility based upon on-site testing results), and energy conservation and weatherization suggestions for saving energy. Use the [http://www.mcaaa.org/ Michigan Community Action Agency Association (MCAAA) website] to find information about local agencies.

The Energy Optimization and Efficiency United programs also offer Energy Depot, a set of online tools and resources to help manage home energy use and costs. Energy Depot is a free resource used to learn how to reduce energy use and how much money can be saved. Through a do-it-yourself home energy audit, homeowners can quickly estimate the annual energy use and cost of home energy systems and appliances.

These programs were authorized by the Michigan Public Clean, Renewable, and Efficient Energy Act (PA295), passed in October 2008 to promote development of renewable energy and energy efficiency, diversify resources, provide improved air quality, and reduce the future costs of provider service.  Energy optimization plans have been designed to delay the need for constructing new electric generating facilities by offering incentive and educational programs for all consumers.  This legislation also includes a goal for Michigan to reduce state government grid-based energy purchases by 25% by 2015 and [http://dsireusa.org/incentives/incentive.cfm?Incentive_Code=MI15R&re=1&ee=1 net metering], which provides credits for consumer generated renewable energy.
